The official who compresses many ships, gangs and scarce docks into one auditable engineering priority.
A Master Shipwright was a senior technical manager in a major yard, not simply one superior craftsperson building a ship alone. In the seventeenth- to early-nineteenth-century British Royal Dockyard example, he answered within the Resident Commissioner and Navy Board system and controlled most shipwright, caulker, joiner and labour gangs and the yard's construction and repair. Muster, wages, expenses and stores were nevertheless recorded or checked by the Clerk of Cheque, Storekeeper, Clerk of Survey and later Timber Master. His daily work surveyed new build and repair, formed estimates and priorities, allocated slips, docks, seasoned timber, lifting gear and skilled hands, corrected moulds, conversion and workmanship, and reported progress, consumption and responsibility. Private yards and other states used different titles, scales and powers.

In a mature British Royal Dockyard, a resident commissioner represented the Navy Board. The Master Shipwright controlled most workmen and all construction and repair, the Master Attendant managed harbour craft and ships in ordinary, the Clerk of Cheque handled muster, expense and earnings, and the Clerk of Survey or Storekeeper checked stores. The upper structure changed again after the Navy Board disappeared in 1832.
The office carried engineering authority without automatically absorbing wages, stores, harbour movement, ordnance or victualling. A private master builder might own the yard as well as direct it, while French arsenals, Dutch yards and colonial establishments used other chains. Who decided work and who approved resources or fleet use must remain separate.
A returning vessel's carpenter, captain and log supplied reports of leakage, collision, hogging, spars and battle damage. Assistants and quartermen then examined planking, frames, fastenings, decks, pumps and rot. Much remained hidden until copper, outer or ceiling planking came away, so an honest first estimate stated visible fact, assumptions, opening conditions and contingency.
The survey distinguished routine repair, major dock or heaving-down work, rebuild, deferment, transfer or disposal. Cost included dock occupation, unrigging, labour, ironwork, copper, time out of service and the other ship excluded from the facility. The Master Shipwright made the technical case; superior authority balanced it against fleet need and finance.
A new hull could occupy a slip, an old ship lie opened in dry dock, another await careening and several ordinary vessels need preservation. The Master Shipwright mapped the critical path: dock release, advance frame conversion, campaign deadline, tide gate and basin movement.
Every repriority carried cost. Moving a skilled gang could recover an escort but break a new-build milestone and timber schedule; rushing dock turnover could close structure before inspection. Readiness, future failure, idle labour and blocked facility all belonged beside nominal speed.
The ordinary establishment contained permanent officers, foremen, artificers and labourers, while wartime expansion added extraordinary or casual hands. The Clerk of Cheque recorded attendance and earnings as the Master Shipwright and foremen assigned technical work. Separation constrained ghost labour but also created disputes over lateness, sickness, overtime and output.
British yards introduced task work in 1775 to accelerate building, with the Master Shipwright certifying quality and individual records tracing defects. Task rates rewarded speed but encouraged concealed bad scarphs, fewer fastenings or work pushed onto the next gang. Hold points, rework accounts and stop authority were necessary safeguards.
Bentham-era reforms around 1800 installed a Timber Master under the Master Shipwright to supervise receipt, classification, conversion and use of each timber and reduce waste or material leaving as chips. Deptford's remodeled office joined Timber Master, shipwright repository, drawing room, assistants and model room into one inspection setting.
Compass oak might be classified for knee, floor, futtock or lesser work, and that judgment affected price. An 1806 parliamentary debate described recording the qualification at receipt and final purpose after conversion so performance could be audited. Rare curved timber should not become short straight stock, but a perfect waste ratio should not force defective wood into a critical load path.
The Navy Board or Surveyors could issue draught, dimensions and establishment before the mould loft enlarged the lines. Unavailable curves, battery changes, strengthening and local practice still intervened. The Master Shipwright separated allowable fairing, a design change requiring authority and a workmanship error.
Assistants, drawing clerks and the model room preserved marked plan, mould index, alteration order and as-built dimension. An old mould in one gang and a new gunport drawing in another could compound an error. The distributed construction of six American frigates from a common design likewise separates design authority, local constructor, material supply and interpretation.
Smiths, mastmakers, blockmakers, ropemakers, sailmakers, painters and joiners had their own work; Ordnance and Victualling could answer to other boards. The Master Attendant moved harbour craft and the future captain specified use. Mast steps, gunports, magazine boundaries, pump routes and fastening points had to be ready before their dependent systems arrived.
After launch came draft, trim, leak and distortion records and fitting afloat. A repair closeout listed new and retained material, pump trial, caulking check and watch points. That record told the ship's carpenter where risk remained and allowed later failure to be separated among design, material, construction and maintenance.
Workers treated offcuts as a traditional perquisite that supplemented low pay but could cover deliberately cutting good timber. Contractor and receiving officer also had opposing interests in grade and price. Reform around 1801 emphasized central inspection, timber marks and accountability, yet banning chips, grading too low or bypassing suppliers could damage recruitment and create wartime shortage.
A Master Shipwright needed a material balance separating reusable short stock, lawful fuel waste, unavoidable conversion loss and suspicious difference, checked by independent stores and accounts officers. He should neither collect every signature in the name of anti-corruption nor force unsuitable timber into a ship to achieve a zero-waste ledger.
A plausible ladder ran apprentice, shipwright, leading hand or quarterman, assistant master shipwright and then master through experience, recommendation, appointment and design literacy. Senior work required plans and estimates, surveys, central reports, personnel and disputes, and refusal of an unsafe completion under pressure. Fast adze work alone was insufficient.
Patronage, class, gender, race and empire restricted appointment. Overseas Royal Navy yards also relied on enslaved and local skilled labour whose knowledge rarely entered the senior list. A credible Master Shipwright remains accountable for their conditions, training, casualty and output instead of absorbing all achievement into one office name.

A working shipwright shaped and assembled hull structure. The Master concentrated on engineering judgment, allocation, certification and management, normally after substantial practical experience.
Rot and fastenings were hidden by copper and planking until opened. A reliable early estimate therefore recorded assumptions and contingency rather than pretending the full scope was visible.
In the British reform example around 1800, a specialist under the Master Shipwright recorded timber receipt, grade, conversion, use and waste. The title was not universal.
