Navigation is a decision under incomplete information
The chart presents signals rather than complete answers. A route may suggest hostile sails, trade, weather, salvage or land, but its exact cost can remain hidden until the ship has the right navigator, lookout or equipment. Choosing a path therefore depends on both what is visible and what the current build is capable of learning.
That makes navigation part of strategy rather than a decorative line between battles. A safer-looking passage may waste scarce supplies, while a dangerous signal may contain the module or crew member that makes the rest of the voyage possible.
